I second the vote for Catalyst. I've used it for a couple of projects with Mason as my view and I must say it's added new levels of enjoyment to programming web apps for me.
I'd also like to drop some other names that you might find helpful: DBIx::Class CGI::FormBuilder More generally, use an ORM and a form automation module of some sort. You'll thank yourself in the long run.
