Cable IP networks tend to be shared (i.e. everybody can see everybody
else).

Most likely possibility: one or more other bozos on the cable net
aren't blocking private-IP traffic on the Internet interface, or have
their cable modem plugged into their private-IP hub rather than a
dedicated NIC. 

Alternate possibility: the private-network traffic is coming in from
the Internet, and your cable provider isn't blocking it the way they
should be.
