Are you using a serial modem? Your flow-control settings might be
incorrect. Perhaps your computer can keep up with incoming data, so
incoming flow-control is not a big issue, but sends data too fast, and
isn't responding to the modem's flow-control signals (or the modem is
not configured properly to send them).
If it's ADSL or cablemodem, I have no idea.
