I have a 486 DX66/2 w/ 16 gallons for my server also, and two Western
Digital Caviar IDE drives on it. No problems. It's actually faster than
having the same modem hanging from the Pentium 333 MHz I use as a work
station.

Try not running an X server. You don't need it.

Try replacing your ethernet card.
