Funny, I have been getting the same thing. It was going on for about ....
4 or 5 days, then stopped as mysteriously as it started. My firewall box
is 10.0.0.1, and as far as I knew wasn't generating UDP packets from port
1999 to 255.255.255.255:1999. They were either generated by my Cisco 675
DSL router, or were coming in over that router, because no matter what
machine I plugged the router into, those UDP packets showed up in tcpdump.
Don't know where it came from, or where it went, because it's gone now,
but you're not alone....
Interesting, though .... just a thought that I will test in a few minutes,
but it stopped around the time thatI upgraded from kernel 2.2.11 to
2.2.12..... I'll post again if the problem returns when I reboot my old
2.2.11 kernel.
