They could if they really wanted to. They could set up a firewall
between you and the Internet that disallowed outbound connections to port
25.

I _seriously_ doubt they're doing that, though. With the
exception of a few cable companies that get really ticked if you try to
run publicly visible servers, most ISP's don't limit what you can do with
your connection. I use sendmail and bind, among others, on my laptop to
provide services that the ISP no longer has to provide for me. I can't
see how they lose on that one.

Give it a try - I suspect it'll work just fine. They may not have
understood that Linux can provide its own mail services, or might have
been trying to scare you so that you'd host your domains through them for
$$.
