What you need to do is set up your access rules to reject access to the
particular port, then have a later rule that allows any ports.
The order of rules matter in the list. The first will reject the
connection if it matches, but will simply allow later rules to decide,
if it doesn't match. The the later rule can go ahead and allow the
access.
