Colin - let me bounce a few ideas off you. 1. Is the RIT the same as the 2in2out ? Does all suppression have to wait till the RIT shows up? Does all inside ops have to stop if the RIT goes to work?
2. Has anyone ever been saved by the 2 in / 2 out rule? 3. No one is at Armstrong HQ during the daytime - they are all out running calls all day long. Maybe Winchester should run a Medic Quint and a Medic Ambulance from West Winchester - then they could cover everything west of Brattle St in Arlington. (I am exageratting just a bit here). 4. Master boxes serve locations with a high loss potential - either property loss or life loss. Generally - fire chiefs respond extra resources to high loss locations and fewer resources to low loss locations. (This has actually been quantified once or twice - I think that Rand did it when they ran a analysis of Trenton NJ back in the 1970s - they asked the chiefs - would you rather have a 5 minute response of 5 companies to a nursing home - or a 2 minute response of 2 companies?) 5. Many communities use private ambulances - I am sure you know that - who knows what back room deals the Selectmen are cooking up right now with Armstrong or Professional or Lifeline or Cataldo or AMR. The possibilities are endless! When the possibilities are endless - it can be difficult to discover the best course of action. ---------------------- General parameters are - 95% of FD costs are for staffing Fire calls are way down - EMS calls are going up up up Smoke detectors and alarm systems usage is probably increasing - as is probably home sprinkler systems.
