Existing 911 dispatch systems operate this way - 911 operator stays on
phone will caller giving medical advice until units arrive on scene -
this takes 5 or 6 minutes on average - if you receive one 911 call per
minute, then you need approx 6 or 7 dispatchers to manage this load

Lets change the system around - lets plan on zero seconds elapsing
between the 911 call being dialed, and the field units being alerted
(thanks to 911 E / AVL / GPS / etc) - and - lets plan on a field unit
arriving within 1 minute of dispatch

Now - the dispatch system looks like this - 911 operator stays on the
phone with the caller for 1 minute - if the 911 system receives one
911 call per minute, they just need one 911 dispatcher

Essentially - you could view this as taking dispatchers out of the
dispatch office and putting them into the field as rapid responders -
put them on a motorcycle with a first aid kit, oxygen bottle, defib,
handgun, a SCBA, and a fire extinguisher.
