This article basically says that getting rid of all nuclear weapons is
a bad idea - because - some weapons will be squirreled away - and -
everyone will upgrade their capability to rapidly build new nuclear
weapons.

I say - reducing nuke warheads reducing the risks of accidental detonation.

Maybe we need a rule like this - each country can have 1 nuke warhead
per million residents.
