Death or extreme disability can happen in seconds - typical calltaking
and dispatch time in the USA is now 30 seconds to 2 minutes - turnout
time for FDs is approx 120 seconds - very few agencies seem to have
OptiComs

I suspect that Rapid Dispatch can be done in 10 seconds

Some cities have cops trained as paramedics - Flint Michigan - Davis
County Utah - etc

London has paramedics on motorcycles and in small cars

King County Washington claims 50% save rates on cardiac arrests with
bystanders doing CPR in 60% of cases (usually in an average of 3
minutes) - the rest of the USA has 5% save rates on cardiac arrests
