One way to sort this out is to try to picture the programming in one
of their portable radios.

Using the data from the radioref feed, their portables would be set up
like this -

Ch 1 - 458.95 TX - 453.95 RX

Ch 2 - 453.95 TX - 453.95 RX

Ch 3 - maybe - 458.95 TX - 458.95 RX (yes off the repeater)(maybe on
the repeater input channel actually)

Ch 4 - 465.5375 TX - 460.5375 RX

TX = transmit

RX -= receive

For Ch 2 and Ch 3, the TX and RX freqs are the same. For Ch 1 and Ch
4, the TX and RX freqs are different. (based on the preliminary info
at the radioref feed)
