In Massachusetts citys, the housing authoritys work like this - the
authority is controlled by 5 (part time) commissioners who meet once
per month usually - in citys, the mayor picks 4 of the commissioners
and the State picks one IIRC - the commissioners hire a Director - the
Director is a fulltime employee who runs the show - buildings are
constructed and maintained using either federal (HUD) moneys or state
(DHCD) moneys - tenants pay 1/3 of their income as rent (which
typically pays for the staff and utilities for the blds)
