Basically they have a choice of going to narrowband or going to P25. If they go to P25, they can probably block out 95% of scanner listeners. If they go to narrowband, they dont block out any scanner listeners. As far as radio characteristics go, I dont think there is a shred of difference between using P25 and going to narrowband. The FBI is going to P25, but all of the federal wildfire units have gone to narrowband (with apparently few problems).
