I thought of a few more major system disasters - FDNY with their
digital portable radios - Chicago FD in 2012 getting 6 year old
digital UHF portables - Nevada installed a complete VHF TRS and then
tore it all down because they had no FCC licenses for it

One angle I would love to see explored is the layout of initial
systems, versus the layout of the systems after 5 years. I bet that
50% of new systems need 50% more towers or receive sites within 5
years.
