There was a radio problem - he could not make verbal contact via
radio, so he hit the emergency button on the radio - he states this
explicitly in the video interview.

The fire was being conducted on Channel 2 (483.1875R) as is typical. I
did not notice any other people having radio problems, but I missed
the beginning of the fire. I just started to listen at the time that
dispatcher told the IC that she had received the emergency signal from
the Engine 28 Officer. The problem might have been due to a radio dead
spot or perhaps other traffic on the channel. Or maybe operator error
of some sort. Or maybe a problem with the remote microphone I suppose.
There is no mention of any previous problems with the radio at the
fire.
