I am not a first responder or anything - but let me throw this out
there - just thinking outloud as we commonly do

Dealing With CPR Cases - a step by step procedure

1. start manual CPR

2. get ALS equipment

3. do airway - set up EKG / defib - run IV

4. shock or run drugs

5. set up CPR machine

6. get patient onto gurney

7. load patient in ambulance

8. transport to hospital

Staffing for these steps starts with 1 or 2 people - escalates to
maybe 8 or 9 people - then deescalates to maybe 2 or more people in
the ambulance - for each victim

If people can clearly see (grasp) these steps in their mind, then
maybe it would be easier to take command of a CPR incident
