Reportedly BAPERN 3 and BAPERN 4 are both now hard patched (fulltime
24/7) to MSP TRS Zones 1, 3, and 5 now. What will this mean for
Marathon ops?

I suppose that means that there is no longer any need for a patch from
BAP 3 and BAP 4 to a Itac channel (if they ever were patched). This
would free up a couple of Itac channels; but who needs them anyhow?
Maybe they could use them for air to ground channels. That might be
cool. Give a few Itac portables to commanders along the Marathon
route. That would allow them to talk directly to a helo if needed (on
a clear and dedicated channel).

I suspect that MSP portable radios dont do a good job of scanning.
Therefore anybody who has a MSP portable radio is stuck on one
channel.

Lets think about the MSP helos. What channels will they need? First
and foremost - they need to listen to 123.025 to avoid other helos.
Lets say that the pilot sits on 123.025. The copilot can sit on the
police helo ops channel (maybe the MSP Statewide TG where they usually
operate). The observer can operate on any air to ground channels, or
on a local PD channel, or get patched to some ground channel. Yeah -
that could work.

They just might have enough channels to make this all work. With a
couple of extra channels thrown in as backups.
