A 'reasonable salary' (according to HUD) for the Chelsea Housing Authority director (the top dog) would have been approx $110,000. In 2010 he got $330,000. In 2011 he got $424,000. HUD is questioning if $7M was spent properly, but it seems that they dont have any real evidence that any money is missing. It was just shifted around in some fancy bookeeping apparently. Chelsea Housing had 43 employees in 2011. Seems that they have 915 apartments of public housing. The feds give $8M per year to Chelsea Housing - $5M for Section 8 - and $2M for authority maintained apts. The feds want $700K back from Chelsea Housing. From non federal funds. Either McLaughlin has to cough up some dough; or maybe the Governor will make a donation to Chelsea Housing. Also - Chelsea PD has 5 cops living in public housing and assigned to patrol the units. 2 are at elderly projects.
