I am not sure what the deal is here. The Town does have a revolving fund called the "ALS Fund" or something similar. Supposedly all the ambulance billing goes thru that fund. Perhaps the problems pointed out in this article derive from the statement that "Armstrong gets 60%". I think that might apply to just ALS calls - but it might apply to BLS calls also.
