from a dispatchers point of view there are either 'simple' or
'complex' incidents

a simple incident is - caller reports incident at 1 main st - units
are sent to 1 main st and handle the incident

everything else is a complex incident

vague addresses - misunderstood addresses - mangled addresses - bad
cross streets - excess units sent - dearth of units sent -
misunderstood messages - incomplete addresses - non existent addresses
- units jumping on calls - failure to update status - failure to
acknowledge calls - failure to use proper radio procedures and jargon
- clunky dispatch protocols - etc - incorrect type of call -
nonsensical messages - use of wrong radio channels - inadvertent
activation of emergency alarms
