that is an honest to gawd volunteer fire station in tokyo - they
probably have a portable pump on wheels in there - and some hose and
some fire helmets and coats - and maybe some rescue tools / breaker
bars

cistern = large underground tank of water

the volunteers seem to be mostly retired firefighters around 60 years
old - but 25% of the vols are now young women

there is nothing like this in the usa anywhere afaik - tokyo has these
stations / lockers all over the city - even downtown - and they have
larger volunteer stations also (they have mini engines - which are
tiny cargo trucks that carry the portable pumps and 4 person crews)

west yosemite in california does have hose boxes on the street corners
- but I dont think they have anyone specifically trained to use them -
this is a residential neighborhood near Yosemite Natl Park - this is
the only place in North America that has hose on street corners

some parts of Japan even have fire extinguishers on the street corners
