basically faa just requires a crash alert net and a discrete emergency
freq (DEF) (used by control tower and erff command and emergency
aircraft- can be CTAF freq or unicom) - there are many requirements
placed on the crash alert net (reliability, redundancy and utility as
prime factors)

arff command must have a freq agile aviation radio

rest of arff units need a radio with tower, ground, ctaf, and maybe
unicom channels - must transmit 5 miles
