massachusetts has 1 death per day - mississippi has a rate 4X higher

congestion is good and bad - its keeps speeds low but it also slows
down ambulances - not sure if I really buy that - seems that als
response time and onscene time and helo availability would be way more
important

have never heard of an ambulance being delayed in traffic - although
it might be very very common in downtown boston during the commutes on
weekdays
