This should be possible with mathopd 1.4. But I don't see what your problem has to do with dynamic IP addresses though. Mathopd does not care about addresses at all. All it cares about is the hostname that is sent by the browser. So as long as you keep your name-address mapping correct at all times, you should be fine, even with 1.3.
