Yes of course primary education has problem b cz there is no individual subject teachers are allotted. In some schools single teachers has to handle all the subjects of all the class. Where he cant give full pledged concentration. This can be rectified by implementing one model school in a hobli level or cluster level in which there will be good strength and good number of teachers.
