I have version 1.3.1.

I had to modify the example to be:

import matplotlib.lines as mlines
import matplotlib.pyplot as plt
import matplotlib
print matplotlib.__version__

blue_line = mlines.Line2D([], [], color='blue', marker='*',
                          markersize=15, label='Blue stars')
plt.plot([],[])
plt.legend([blue_line],['Blue stars'])
plt.draw()
plt.show()
}}}

Then the legend showed up correctly with stars.
