In the documentation for the case file format it does say that ratio =
Vf / Vt, which is misleading. This is only true if the series
impedance of the branch is zero and it was intended only to clarify
the orientation of the taps. I..e. if you want to increase Vt relative
to Vf, you have to *decrease* the ratio rather than increase it.

but in the file it is written as 0.981 which does not match with the
obtained ratio.
so which ratio is correct?
