I'm not sure I understand what you would like MATPOWER to do in terms of simulating frequency droop? My understanding is that frequency droop deals with the control settings for how generators providing frequency regulation respond to off-nominal frequency. The power flow equations used by MATPOWER assume that the power mismatch at each bus must be zero. How the generator injections are updated from one power flow run to the next is up to you. You could do your own updates based on your specified control settings, I suppose.
