The main things you can expect in MATPOWER 4 are:

- major refactoring of OPF code, all solvers use generalized formulation (including DC) - pure-Matlab primal-dual interior point solver for OPF (AC and DC) suitable for large systems
- userfcn callbacks for easier modification of formulation
- OPF with reserves
- function to compute LODFs (line outage distribution factors)
- option to select solver for DC OPF

So, no, unfortunately, MATPOWER 4 will not include unit-commitment or multi-period optimization.

I hope to have it ready by the end of the (northern hemisphere) summer.
