1. In the context of a single power flow or optimal power flow, the wind output must be specified. It can either be modeled as a negative load or, if you want it to be able to curtail when price goes negative, as a generator with zero cost with PMAX set to the current output. It's up to you how you want to model the changes in wind between individual power flows.
2. MATPOWER does not currently handle FACTS devices directly.
