Thanks for the reply.
I did load a MATPOWER file directly to PSAT, but it shows some errors says the 
inputs number is incorrect.

PSAT has a filter called filters/matpower2psat.m

Also you can load a MATPOWER file directly to PSAT, it does the parsing 
automatically.

Does anybody knows how to convert a matpower .m file to PSAT format so that I 
can input to PSAT?
I’m trying to compare the result between this two.
