Regarding reactive power flow results, see the last 2 rows of Table 4-1 in the 
manual. And yes, RATE_A is considered to be the MW flow limit when using a DC 
OPF (or when OPF_FLOW_LIM is set to 1) and is considered to be the MVA limit by 
default for AC OPF (when OPF_FLOW_LIM = 0).
