Unfortunately, we do not yet have a github repository or a formal process in
place for contributions, but this is something that is a high priority for us
in the coming year. At this point, contributions can be sent directly to me
(off-list) by e-mail.
I suppose this is a good time to say that I really do appreciate the time
others put into contributing to and enhancing MATPOWER, and I realize that the
current structure does not facilitate this well. So we are taking steps to make
some major changes to move MATPOWER to a more open development model with
public repository and multiple committers, etc.
