Matpower cases are MV not LV so they are good for studies at the transmission 
level , i.e 132kV not distribution. About PV , I haven't seen any energy 
supplier connecting them to MV unless one day they decide to put millions of PV 
cells far from the demand and step the voltage up to be connected to MV system. 
To my knowledge it has not been implemented as this approach is not cost 
efficient. Instead large offshore wind farms play that role ( please correct me 
everyone if you have an update on this).So in a nutshell firstly , ieee 14, 30, 
118,... are MV and secondly PV panels are connected to LV ( less than 1000 V)
