You can obtain the Nordic 32 description in PSS/E v31 raw format from Bjorn Karlsson thesis here ( http://www.diva-portal.org/smash/get/diva2:658793/FULLTEXT01.pdf), and then use MATPOWER's conversion routine psse2mpc.
