MATPOWER 7.0b1 and later allows for user-defined non-linear constraints. See 
section 6.3 and chapter 7 in the User’s Manual 
<http://www.pserc.cornell.edu/matpower/docs/MATPOWER-manual-7.0b1.pdf>. You’ll 
need to be able to provide the first and second derivatives of your constraint.
