From what I understand, and someone please correct me if I'm wrong, 
WINE is not an emulator, but rather a third party implementation of 
Microsoft's APIs.  So since the windows programs are still x86 native, 
they won't run on a powerpc machine.  An actual emulator (something to 
translate the x86 instructions into powerpc instructions) would have to 
be added to WINE in order for these programs to run.  Though, if WINE 
was ported to powerpc even without an emulator, Windows Applications 
might be able to be compiled for Linuxppc by their authors.

There is an actual x86 emulator for linux called Bochs 
<http://bochs.sourceforge.net/>.  I have no idea if this works or not.
