Naturally, you are ok to *write* whatever application in-house to a GPL
database, like MaxDB. However, from your indication to "commercial
program" I understand you intend to sell or distribute your program
forward. 

If you sell/distribute a commercial program (closed source), that
connects in any way with MaxDB (including SQLDBC), then you need to
provide it with a commercial license of MaxDB.

Yes, at MySQL AB we sell commercial licenses (and support) to MaxDB,
precisely for this purpose. The basic license options are:
- 1290 EUR / CPU for MaxDB with no user limitations
- Alternatively we license MaxDB per named end user, and then the price
is 49 EUR per named user on single-CPU systems with a minimum of five
users. 

However, if you intend to sell/distribute your commercial software to
many customers, then you should contact our sales organization, who can
put up a suitable co-operation deal with you around the licenses (and
posssible support). Please feel free to contact me personally, if you
