I've checked the mailing list and found a conversation between Zabach, Elke and 
Jan-Hendrik Lendholt.

They hadn't come to any conclusions though.
 
I get this error message at both of our sites running a content server which 
uses a DB instance to store the documents. 
One site runs:
SAP DB 7.3.00.52
DBMGUI 7.4.3.23
 
the other site runs:
MaxDB 7.5.00.24
DBMGUI 7.5.00.18
 
This error didn't appear in the beginning, and I suspect the growing numbers of 
backup medias to be the reason.
 
When I list the Backup history, I get the list up and all backups have run and 
new backup mediums are created continiually(scheduled script). So that is OK 
and everything runs fine like in Jan-Hendrik Lendholt's case, but...
 
When I try to open Backup Medium in DBMGUI, I get Error -24987 (packet_size to 
small)
   When I tried to change _PACKET_SIZE value in DBMGUI, I got Error -24973 
(param check failure)
   When I tried to change _PACKET_SIZE value with DBMCLI, I got Error -24975 
(ERR_NOXPSESSION)
      Then I checked out Error -24975, and tried to run param_startsession 
first - it replied: OK
      After that I tried param_put again, but still got Error -24975
 
Why can't I change the parameter?
And, will it even help if I can(it didn't help Jan-Hendrik Lendholt)?
