I got a demo site going. Whew, there was a lot of housecleaning to do.
Now it is not as embarrassing. I wanted to tie up a few more loose
ends and make it tighter , fix some more templates, but I thought it
best to just show it now. Everything I have talked about can be seen
real easy on both action and source code.

There is no authentication. For this reason the frontpage always has
login on it.
Also, the redirect storing in session I've mentioned is broken as it
needs a user session. But that is experimental and not important.
Simple redirects work as advertised.

Se here is a page to start on. All the menus (sets of links) are
made with M::P::Menu  global_menu, menu, and related_menu.
One last thing, It is painfully slow on this server. On my home net
over 80211B 2.4 ghz laptop, pages load in 1 second. I hope it is
bearable. If it is not, I will take some time to package it up, trim
out irrelevant broken things, (1 day more) and someone can put it on a
good server. That would be a good idea anyway i think as this one is
flaky.  Hope you like it.
