I'm a little bit confused.

Does really CloseFileEx get printing restrictions?
Given what the doc says, it seems it's rather intended to set them, am I
wrong?

What I need is to get all restrictions (printing and others) for an
opened PDF file.
In addition, is it possible to deal with a password protected file, that
is, how to know if there is a password, is it possible to opened it with
or without the password (and how)?

TIA
