This is true for all apps, not just Xojo apps.  It is not legal for a 
non-Administrator user to interact via drag and drop with an Administrator app 
- Try opening a Powershell or CMD window as Administrator and then drag and 
drop a folder from the user desktop.

It's just a Windows fact of life.
