GPL in xnc.hlp

I didn't change the new doc/pl/xnc.hlp as it is
using a translated GPL.

Can/should we use translations of GPL. I have the
Spanish translation somewhere around, but it states
that it just has informative value, and legal agreements
must follow the English original version.
