Not. Because dangling symlink for MC is a file (check it) so it should 
behave consistently (*).

In my case there is no dangling symlink -- I described there is 
symlink and it is valid one and it is directory. And MC _knows_ it is 
directory (it puts it among directories, not among the files), yet 
when selecting it treats it like a file.

No matter what, the behaviour should be consistent (principle of the 
least surprise). So it is a bug.

(*) of course _if_ MC treated dead symlink as a directory, my answer
