Title: Business Analyst (with Unemployment Insurance Appeals and SME(Subject Matter Expert)) posted on 2014-02-27 10:51:52 Job Description: *Must have Unemployment Insurance Appeals and SME(Subject Matter Expert).* *JOB DESCRIPTION*: The client is seeking an Unemployment Insurance Appeals Subject Matter Expert/Analyst This resource would need to study and understand existing requirements in the subject matter area for a-complex systems. Comparative analysis skills will be required to analyze Appeals Applications used in other state to determine if they can accommodate the requirements developed in MD. *Job Description*: Analyze and understand the existing document of the current Appeals system and .the UI Modernization requirements Solicit documentation from other states Unemployment Insurance Appeals Application Analyze documentation from other states to determine applicability to current initiative Analyze COTS and other existing software applications used by other States to determine the viability and suitability of those products for meeting our identified requirements. Provide input to management on decision to acquire solution from another source or to develop system. Draft and publish all necessary SDLC related documentation. Draft and publish all necessary procurement documents. *Skills Required* This person must have the following skills: Demonstrate three (3) years of experience analyzing information technology systems. Demonstrate that they have implemented at least two (2) successful information technology systems. Demonstrate all aspects of proper communication skills, both verbal and non-verbal. Articulate clear and concise responses to the interview questions Demonstrate good interpersonal communication skills and proper attire. Possess exemplary grammar and written communication skills. *Optional Skills:* Demonstrate three (3) years of Unemployment Insurance systems experience. Demonstrate one (1) year of Appeals systems experience. *Education Requirements:* A Bachelor's Degree from an accredited college or university with a major in Computer Science, Information Systems, Engineering, Business, or other related scientific or technical discipline. A Master's Degree is preferred. A Master's Degree in one of the above disciplines equals one year specialized and two years general experience.
