Job Description:One (1) Sr. Programmer to assist the Department of
Technology, Management and Budget (DTMB), and the Department of Community
Health (DCH) Behavioral Health Division to assist with Data Encryption
working with multiple application areas and related services as required.
As a continuation of the Data Encryption project that began in November
2012. This project was initiated by the Governor’s office in response to
the security breaches in Utah, South Carolina and Washington States. The
Encryption efforts are also designed to adhere to Michigan Cyber Security
Recommendation’s for compliance with federal data encryption requirements,
to address audit findings, and the recommendation of our vendors (Oracle)
as “best practices”. Most importantly the encryption efforts are designed
to protect sensitive Personally Identifiable Information (PII) and Personal
Health Information (PHI) of the citizens of the State of Michigan. This
project is to encrypt data at rest using a more robust encryption method or
the Software solution also known as Transparent Data Encryption (TDE).
Based on the available DTMB resources that have been assigned to other high
priority health care projects. DTMB needs to request temporary resources to
work on the encryption project a Business Analyst to work with DCH to
create and executed test plans, a Developer to complete possible software
modifications required for the successful completion of this project.
Essential Duties and Responsibilities: • Review user work requests, analyze
requirements, develop program specifications and coordinate testing in
multiple environments for systems used statewide, such as DCH File
Transfer, Single Sign-On, Vital Records Death Registry Application • Review
and validate the development of test data and scenarios incorporating
extensive knowledge of Department business rules. • Validate and implement
test procedures for applications used


Job Requirements:
Skills Required
Minimum 8 years in JAVA/J2EE, CSS, JavaScript, and Jbos, hibernate,
myeclipse Minimum 5 years in system, communication and user documentation
Minimum 5 years with PL/SQL Minimum 4 years in Oracle environment Minimum 4
years with web architecture management Minimum 3 years in project plan
management Advanced proficiency with all MS Office applications and
Microsoft Visio. Strong written and communication skills.
Skills Preferred
Ability to conduct training & information sessions, communicate at a level
appropriate to the audience, make oral and written reports and
presentations.
Experience Required
Experience in reviewing user work requests, analyze testing requirements,
develop testing specifications and coordinate testing in multiple
environments. Review and validate the development of test data and
scenarios incorporating business rules. Validate and implement test
procedures for applications used.
Experience Preferred
Experience with Test Management tools Microsoft Team Foundation Server, HP
Load/Road Runner, HP QTP (Quick Test Professional).
Education Required
Bachelor’s Degree
Additional Information
A. Extensive expertise with J2EE software engineering techniques,
especially JEE authorization/authentication and session management
specifications: JSP, JavaScript, CSS, Struts, Hibernate (without
Annotations), Jbos, myeclipse; Oracle database backend B. Knowledge of
Agile process and development standards. C. Knowledge & experience in web
architecture. D. Knowledge of state & federal regulations & requirements in
regards to the public health statistics and information systems. E.
Background check by state of Michigan will be required: • Contractor must
present certifications evidencing satisfactory Michigan State Police
Background checks ICHAT and drug tests for all staff identified for
assignment to this project. • Contractor personnel will be required to
complete and submit an RI-8 Fingerprint Card for the National Crime
Information Center (NCIC) Finger Prints, if required by project. •
