I agree with Elizabeth - Wordpress is a great choice and it is very easy
to use. You might need to take a look at the user permissions -
different user groups may not have the ability to upload, so you would
have to make some adjustments there.

Another solution is Blogspot, which does offer user uploads, if I
recall.

Actually, Wordpress does allow users to upload multimedia (including
images) and
attach them to a blog post, or in your case a story.  It would also be a
solution I would recommend, as it is very easy to setup and has a very
user-friendly admininstration.
