Hi Matt, There are a bunch of options out there for doing this kind of thing ranging in budget from free to really, really expensive.
* QR Code reader with mobile web page* Pretty simple - Just use any QR code reader app and get the QR codes to point to a url that has a mobile web version of the content you want. Price: Free/cheap * Open source App* Use TAP to publish your app - http://tapintomuseums.org. It is an open source CMS for these types of apps. You will need technical knowledge to set things up. Price: Free (but quite a lot of set up time) * Existing Platform* There are plenty of platforms out there designed specifically for culture and heritage which range in complexity and price from simple to advanced, from cheap to expensive. They normally come with web based authoring tools and the vendor should take care of all the technical details. (Shameless self promotion - I own My Tours - http://mytoursapp.com, happy to chat ;-) Price: $1000-$25,000 setup + subscription - $20/month - $1000/month * Custom App* You can go out to a developer and get them to custom develop an app. In this way you own all of the code and you can get exactly what you want (if you have the budget). Price: $15,000-$200,000+ I may be biased but I would look at either an existing platform or Tap (if you have the in-house skills). I would not recommend developing your own unless you have a significant budget. You will end up compromising on features and quality.
