We don't have a formal rubric, but these are the evaluation criteria upon
which we base our Library's digitization projects:

   -

   Use: How often are the physical objects requested/accessed? How useful
   are these objects to our stated audiences?
   -

   Condition: How fragile are these objects? How vulnerable are they to
   degradation?
   -

   Coherence: Do these objects belong to a larger collection? If so, how
   large is that collection and can it be reasonably separated out and
   digitized to form a complete digital collection?
   -

   Uniqueness: Can these objects be found/accessed elsewhere? Do other
   libraries' collections fulfill general research / scholarship in the field?

   -

   Physical limitations: Are these objects too large to fit on a flatbed
   scanner? Are they heavy, awkward, or fragile? Are they housed in way that
   makes them difficult to digitize?


You can see that the first three criteria are "positive" -- that is,
answering yes to the questions means they are more likely candidates for
digitization. The last two are "negative" -- answering no would increase
their priority level.
